#defyhatenow Ethiopia – Call for External Evaluation

Project Title:
“Mobilising civic and digitalC action to counter social media hate speech and online incitement to violence in Ethiopia”

r0g_agency for open culture and critical transformation gGmbH (Berlin) is seeking an experienced external evaluator to conduct a final evaluation of our EU‑funded NDICI‑HR‑INTPA project “Mobilising civic and digital action to counter social media hate speech and online incitement to violence in Ethiopia”, implemented under our #defyhatenow Ethiopia programme. The action promotes human rights, democracy and peaceful civic engagement by strengthening community‑based, digital and media‑literacy responses to online hate speech and incitement to violence in Ethiopia.

Key tasks include:

  • Designing an evaluation approach based on OECD‑DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability) with a strong human‑rights based and gender lens, tailored to digital rights and hate‑speech mitigation in Ethiopia.
  • Reviewing project documentation, monitoring data and relevant policy and regulatory frameworks on social media, hate speech and incitement to violence in Ethiopia.
  • Conducting remote and/or in‑country interviews, focus groups and other data collection with partners, community‑based initiatives, fellows and other stakeholders engaged in #defyhatenow Ethiopia activities.
  • Producing an inception report, a draft evaluation report and a final report with clear findings, lessons learned and actionable recommendations for future civic and digital peacebuilding work.

Profile:

  • Experience in/knowledge of the Ethiopian context, particularly regarding civic space, media and online environments, is highly desirable.
  • At least 5–7 years of experience in evaluating development and/or human‑rights projects, preferably EU‑funded.
  • Demonstrated expertise in human rights, democracy, civic space and/or digital rights; proven experience applying HRBA and gender‑sensitive/transformative approaches in evaluations.
  • Strong analytical and report‑writing skills in English; knowledge of Ethiopian local languages is an asset.

The evaluation will cover the period from 15.03.2023 to 31.12.2025

Timeline
The evaluation is expected to be conducted between April–May 2026, with the final report submitted no later than 31 May 2026.
